Offsets defined:

There are five possible offsets:

+:      Positive offset.  Station operates 10KHz above the nominal frequency.
-:      Negative offset.  Station operates 10KHz below the nominal frequency.
Z:      Zero offset.  Station operates on the nominal frequency.
N:      No offset.  Stations with "no" offset have a looser frequency tolerance,
	and may in practice operate anywhere from below negative offset to above
	positive.  Only LPTVs may use "no" offset.
{space} Digital station.  DTV stations don't have a carrier, so the concept of
	an offset is meaningless.
